The court hearing has started about the charges against former Karongi Mayor Kayumba Bernard according which he has mismanaged public goods during the fulfillment of his former duties. The court has decided that the suspect should be released as no tangible facts are not missing to continue the procedure.
Kayumba is accused with Philippe Turatimana, Muvunyi and Gashama Innocent. For the court to effectively handle the case, has separated former mayor Kayumba from the rest of co-accused ones.
The later ones are accused of having mismanaged the public accounts especially funds reserved for the Mutuelle de santé medical insurance. Another case upon their shoulders involves the fact that they forged financial papers to justify money drops in their financial records.
Bernard Kayumba is accused of complicity in the commitment of these cases.
The cases they charged do include the fact that the accused have forged reports about the state of the Mutuelle de santé related payments during the 2011-12, 2012-13, 2013-2014 years respectively.
After meticulous assessment, not less than 193 million Rwf were missing while the amount was paid by locals.
According to a letter signed by Bernard Kayumba and sent to high ranking officials in the Ministry of health, there were 21 million Rwf provided by the donors every year but only eight million were monitored by auditors.
Previously in the court, Philippe Turatimana has told the court that he wrote the letter and brought it to Mayor Kayumba to sign it up.
Other two co-accused have told the court that Kayumba Bernard was not involved into these tricky actions. The prosecution has urged the court to sentence the three ones to undergo between three and five years of imprisonment.
The court decided that the three ones should be jailed before the court appearance resumes and Kayumba to be released.
