Acting NRM secretary general Dorothy Hyuha has issued a notice inviting members to submit any proposals for amendments to the party constitution ahead of the December 15 national delegates’ conference.

Ms Hyuha, through a communication dated November 4, set December 5 as the deadline for submission of proposals.
The acting secretary general moving under rule 42(3) of the NRM constitution pointed out the proposals should be submitted to her office at Plot 10 Kyaddondo Road in Nakasero.

“This is to invite any member /organ of the NRM that has the intention to propose an amendment to the NRM constitution to forward proposals to the office of the NRM Secretary General,” she said in a memo sent to NRM party leaders, a copy of which Daily Monitor has seen.

Under rule 42, the secretary general is mandated within 30 days to the delegates’ conference to receive proposals for amendments to the party constitution from members.
President Museveni last week announced December 15 as the date for the national delegates’ conference to discuss ways of defusing growing tension in the party.

The President, who is also the NRM chairman, is expected to deliver his speech to the delegates.
Tensions, amidst suspicions of a leadership challenge, continue to rock NRM over the presumed fall-out between the President and his secretary general, Mr Amama Mbabazi, who was sacked as prime minister on September 18.
Although Mr Mbabazi has denied claims that he plans to run for the presidency in 2016, the former prime minister recently took leave from his position of secretary general in what observers interpreted to be a further curtailing of his influence in the NRM.

Also, a report by the acting secretary general will be presented, followed by discussions after which the delegates will debate and adopt the proposed amendments to the NRM party constitution.
The NRM deputy spokesperson, Mr Ofwono Opondo, told Daily Monitor last week the Sseninde Report containing a number of proposed amendments to the NRM party constitution would be considered.

The report proposes that whoever wants to contest for the party’s ticket for the post of President must pay Shs5m, whereas those contesting for MP seats on the party’s ticket will pay Shs3m.
Those contesting for district chairpersonship will pay Shs500,000 and Shs50,000 for local leaders.
According to the report, the monies generated will enable the party to organise free and fair primaries.

In the report, the committee also called for an independent electoral commission that is free from the influence of senior party leaders and also having police secure all the polling stations as a way of ensuring free and fair elections.
