The participants agreed on the fact that national security is generally stable even if there are some of officials in the Northern Province are accused and have arrested for their alleged cooperation with the FLDR militias.

The FDLR is a military and political party that claims to be striving to liberate Rwanda. It is considered as a terrorist armed group comprising of people who committed the genocide against the Tutsi in 1994.

This armed group has seemingly corrupted some of the local government officials from the Northern Province who are currently under intensive investigation.

After the one day general assembly during which officials discussed about different issues not only security but also about the Imihigo … officials held a press conference.

Bosenibamwe Aimé, the Governor of Northern Province said that the current security issues in the province does not result from the Abacengezi( the former guerilla fighters in the Northern Province in 1997-1998).

He said that the Executive Secretary of the Cyuve Sector who was the accomplice of the FDLR was arrested with his fellow.

For the Minister of local government Musoni James, the current fragile security situation in the Northern Province does not show that the whole nation is endangered.

For him, one or five or six Executive Secretaries who committed such betray among 416 other secretaries should not make people worried and according to him, this shows that Rwandans are vigilant to arrest anyone who attempts to destabilize the national security.

Rwandans cannot tolerate nor collaborate with evildoers who are willing to destroy all the achievements Rwandans have made, Minister Musoni said.

Minister Musoni said that the proximity of some of Rwandan districts exposes them to the FDLR influences and the threat does not only concern Musanze but all districts neighboring DRC.

He commended the close partnership between local government officials and inhabitants of districts of Burera, Nyabihu, Musanze, and Rubavu in order ensure security in their respective districts.

The Mayor of Rubavu district, Bahame denied what he called rumors according which he has been jailed in the past days.

The rumors were that Cheick Bahame was jailed to his collaboration with the FDLR and the mismanagement of the district affairs.

For the Minister Musoni, these kinds of rumors are an easy way for the public enemy to pave his way towards destabilizing national security.
