The Ministry in charge of refugees and disaster management has urged for more budget allocations in the three coming years to cater for disaster victims, including  Rwandan refugees who will be returning back home in the near future.

The Minister Seraphine Mukantabana told the Parliamentary Commission in charge of budgetary planing that the aim of strengthening  its capacity of caring about the victims of different calamities that are likely to happen in the future.

The Ministry seeks for an annual increase of Rwf1.5 billion on its annual budget as to help  in disaster prevention and management of intensive return of Rwandan refugees.

Even though the Ministry seeks that funds, the Parliamentary body was keen to know which measures have taken to prevent such deadly disasters instead of the dealing with consequences.

Mukantabana Seraphine told the parliamentary body that this request comes in after observing that  the international economic partners have decreased their aid, thus, a necessity of such more funds from the government itself.

Another issue that pushes the Ministry to request more funds patterns to the fact that in 2017, more Rwandan refugees will be returning back home as the cessation clause on Rwandan refugees will be made effective.

MP’s  wondered why the Ministry does not emphasize on the prevention measures than on the means to cater for disaster victims.

At this, MIDMAR’s delegation said that this issue requires the efforts of every Ministry as preventing every thing harmful to Rwandan should be prevented  by every institution or government body.

Minister Mukantabana underlined that the Ministry has set up effective measures to dwell  with such disasters but some of its partners  are reluctant on fulfilling the directives.
