As the President of the Republic Paul Kagame has changed the new members of the cabinet , many speculations have come out, some saying that the removal  of the former PM was due to his refusal to appear to the MPs, among other cases.

However, President Kagame, in his speech to the Parliament during the swearing-in ceremony of the new cabinet members, did not express why he changed the cabinet.

It is in this view that different guests were invited in the studio of the Isango star to exchange views about what might have been the reasons why the Head of state has changed the Prime Minister and the cabinet.

Guests included journalists Lambert Usenga, Kagire Edmond and a University Lecturer, Dr Karambizi Venuste.

For Lambert, it is hazardous to affirm the real reason that led to the removal of the PM, but according to him, the news about his removal came in after the parliamentarians were uncomfortable about the fact that the PM did not appear to the Parliament to respond to their questions.

According to him, one can imagine that the PM already knew his removal and chose not to appear in the Parliament.

Kagire said that the setting of the new cabinet was  the most significant in recent political history of Rwanda, changes that brought in different speculation in the social media and in which ministers were replaced and others removed from the cabinet.

For Kagire one of the issues that have shown the extent at which the changes were signifidant in people’s minds, is the fact that people were eager to hear the new  ministers, wondering who will be back and who will not.

For Dr KarambiziVenustem the Head of state has the right to change the cabinet every time he finds it necessary and convenient.

The constitution allows the President of the Republic to change the cabinet members as to form a team that serves the national interests better, Dr Karambizi said.

For him, the good functioning of the government requires an effective management of the political staff and activities.

Asked about whether the former PM did not misbehave and therefore be removed, the Lecturer said that this is a question to ask the President of the Republic who knows the  situation better.

He conversely said the Head of state might have found it necessary to place the former PM in an office where he will be more productive as he has been productive  in his previous term as well.

Furthermore, Kagire suspected that something has gone wrong in the with the Prime Minister Dr Pierre Damien Habumuremyi.

Based on the sayings of the outgoing Prime Habumuremyi during  the last leadership retreat where he admitted that most of the cabinet members did not complete their duties as required, Kagire concluded that the PM has admitted his  weakness about that issue.

The fact that the President has urged the new cabinet members to work as a team, shows that less efforts might have been provided by the out going cabinet members as to achieve ambitious social and developmental policies.

Concerning the choice of the current Prime Minister Anastase Murekezi, Dr Venuste Karambizi said that Murekezi has been in the Parliament for long time and served in different Ministries.

This long and intense experience might have been the key in choosing him as the Prime Minister, Dr Karambizi said.

Regarding the fact the former Minister of the local Government Musoni James has been set as the minister in charge of infrastructures, Lambert said that the Minister Musoni has been serving in key ministries including the one of finance, and therefore he is able to handle the  current tough issues regarding the EWSA management.

All the guests said that the choice of the Prof Rwakabamba Silas as the Minister of education befits with his academic background as some one who has been the Rector of  different universities.

Concerning Kaboneka Francis who has been entrusted to be the Minister of local affairs, invited guests said that Kaboneka has proven himself interested by the well-being of Rwandans during his service as the MP from the RPF.

As a young person, he is  considered someone who able to bring upon effective policies as to handle every challenges relating to his duties.

Dr Venuste Karambizi expressed his wishes that the Ministry of education should enhance technical schools as to create an educated society that leads to sustainable development.

Listeners messaged that the ousting of the former PM was due to his absence in the Parliament, while others claimed that his removal was due to the failure of fulfilling some of the most important duties entrusted to him as the Prime Minister.

About the role of the media in covering the topic, Lambert said that media professionals covered the news as possible as they could, through radio, TV, print and online media.

This weekly show aims increasing the awareness of the general public about the news topics that were breaking throughout the week.
