The Directorate General of Immigration and Emigration (DGI&E) wishes to inform all Foreign Residents that in order for it to issue Electronic Foreign ID cards, there will be taking of Biometrics of all foreign residents, from 24th February to 20th March 2014.
This exercise is the continuation of the process to issue Electronic Resident ID cards to Non-nationals residing in Rwanda, replacing paper based “Green card”.
The holder shall have the right to move freely within the Country without carrying their National passports.
Foreign residents who registered for the cards are the ones whose Biometrics data shall be taken and this shall include facial and thumb print. The exercise shall be conducted at the following sites:

The Directorate General of Immigration and Emigration encourages all Non-Nationals living in Rwanda to participate in this campaign and reminds the concerned to come along with their passports, Laissez passer and or any other identification document in possession.
We also encourage those who missed out during the registration in the above mentioned areas to come and register during the mentioned dates but their Biometrics shall be taken at a later date.
