He said that in his office where he received different people who came to present their concerns about having permission to build new houses in Kigali City.

He said that better services provision commences by welcoming a service searcher, listing to his/her concerns and try to provide a satisfying response.

Mr Ndayisaba finds that services delivery  habits are improving as Rwandans learn and understand the usefulness of these issues. Currently Rwandans know that if one is not satisfied with the quality of the services he/she has  been given, he/she knows that other institutions are there to hear from him/her.

The fact that housing issues are now undergoing a  remarkable assessment, does not mean there is a serious problem rather it means that Kigali City authorities take it very seriously due to its contribution to national  development.

Ms Mukankaka Esperance who came to present her concerns about the fact  that she did not receive the real amount of money she ought  as expropriation fees, told Umuseke reporter that this was due to poor service delivery of Kigali city staff. “Even this 19 Million RwF are few comparatively to the properties I owned. It left me miserable while  if was self reliant ,she said.

Fidel Ndayisaba said that a customer who did not received  the service he/she deserved, should be given the remaining with additional fees  for the delay.

The worker who  mistreats the client should face financial cuts  upon his /her salary due to the fact that he/she did not fulfill  the work requirements, adds Mr Ndayisaba.

Ndayisaba said that the poor service delivery does not come from a specific institution rather from a  service provider’s skills and availability of tools and means to deliver  that services.
