‘ICTR did what it was supposed to do’-Bocar Sy

During a commemoration event of the genocide against the Tutsi, the Representative of the International Criminal Tribunal for Rwanda, the Kigali Branch,  Bocar Sy said that the Court has accomplished its mission in general despite some shortcomings that compromised its effectiveness.

The commemoration event that is meant to last two days is taking place at the ‘Centre Umusanzu mu bwiyunge’.

In partnership with the Rwandan officials and the UN, our institution did what it could to perfection its objectives even if we underwent challenges which compromised the effectiveness of the job we carried out, he said.

Some of the serious challenges the institution endured, included a lack or insufficiency of well informed witnesses susceptible to provide relevant information leading to impartial and effective verdict.

He said that among 93 cases to handle the court has sentenced to prison  61, nine suspects were sent to Rwanda to be charged, three died before court appear , , the court refused to charge two  suspects and other two people are still hiding.

Sy added that those two fugitives who are hiding are the ones whose cases are the most proprietary.

The ICTR has been created in 1994, November, and was entrusted to pursue and persecute the Genocide suspects. The court has an important compilation of documents of all legal procedures undertaken during all the judgmental process,

These documents are for a paramount importance for Rwandan students and researchers in legal matters.

All these documents are safely safeguarded in the Centre Uumusanzu mu bwiyunge. The Manager of the centre, Kamanzi Innocent called upon all Rwandans interested into research about post genocide juridical issues to visit the centre and learn.
