During a Press Conference, Rwarakabije told journalist that this is realty as prisoners are lacking some natural satisfying responses to their desires.

In recent times, health authorities say that HIV/AIDS is killing more prisoners and alarmed the public about this.

Rwarakabije told the journalists that The Rwanda Collection Services are deploying more efforts to barn this conduct despite the fact that it is too difficult to fight against something that is committed in hidden place.

He reminded the journalists, males and females are jailed in separate places but that it is difficult to watch supervise them in every place they are.

The gay sexual intercourse is being committed in small houses known Chateau in French and Rwarakabije assured journalists that the Institution has set measures to demolish these small hidden places.

About the use of condoms for the prisoners to be protected against HIV/AIDS, Hon Rwarakabije reminded the journalists that this is prohibited because,he said ,prisoners are jailed to be collected as misbehaving people  not as free persons.

He also told journalists the detainees are allowed to willingly get diagnosed HIV/AIDS but for the Tuberculosis, everyone is recommended to get diagnosis as it is a highly contaminating disease.
