The former Local Governance Minister, Francis Kaboneka has handed-over to his successor Prof. Shyaka Anastase who proves he doesn’t want any kind of trickery in the ministry.

In the handover ceremony held on this Monday, at MINALOC headquarters, Prof Shyaka said he does know most of ministry’s problems of which he is privileged to take part in finding solutions to.

“We know where most problems are and have a big part of solutions to them. The first problem hinges on the citizens’ participation in planning,” Prof. Shaya adds.

He underscores, as the minister, he will indeed endeavor to engross citizens in planning but reveals he want colleagues’ interdependence as well as solidarity and that he brushes any kind of trickery.

“I wholeheartedly ask those whom I will be working with, to have a kind of collaboration that is fruitful, no tricks here.”

In this ceremony, Kaboneka reminded the new Minster of some crucial responsibilities and programs that the latter is expected to implement. These include, empowering district’s mayors and helping districts to increase their own revenues.

Booming quality education ought to be also on the frontline, eradication of poverty and hunger and fighting malnutrition. At this juncture Kaboneka said the ministry’s research found 154,000 homes needing emergent support to fight malnutrition countrywide.

Other programs of which Prof. Shyaka is expected to be engaged in, include building houses for genocide survivors and putting an end to the problem of street children.

The former MINALOC State Minister, Cyriaque Harerimana, said the ministry has to bolster modern model villages program and that they are not only meant for poor.

Prior to taking MINALOC helm, Prof. Shyaka has been the the CEO of Rwanda Governance Board (RGB).
