Both the ‘Survie’ umbrella that advocates for the rights of the survivors of the 1994 genocide against the Tutsi and Rwanda persecution authority condemn the French juridical authorities, stipulating that no legal procedures should be undertaken against the French soldiers suspected to have committed war crimes.

These organizations are worried about that this law is susceptible to hinder legal procedures against French soldiers for their alleged war crimes and genocide perpetrated against the Tutsi.

December 2013, The French Minister of internal security in France advocated for the election of a law that protects the French army from being persecuted by any international juridical body.

The Law only allows the French National Persecution authority to persecute French soldiers

Minister Jean-Yves Le Drian told the French Parliament that the law aims at protecting the army against legal persecution from international bodies.

The ‘Survie’ organization past 30 years advocating for the rights of the 1994 Genocide condemned the law enforcement saying that it will hinder the French suspect French soldiers who participated into different crimes in Rwanda and in Ivory Coast from being persecuted.

The organization worries about that if this law will be voted it will be oppose the persecution procedures against the French soldiers suspected for the sexual violence against women in Rwanda during Opération Turquoise in Rwanda.

The Spokesperson Alain Mukurarinda, said that even if the  law has been voted, it does not concern crimes perpetrated before its enforcement.

Alain Mukurarinda said that this Law  aims at covering the real involvement of the French soldiers in the 1994 genocide.

He said that French soldiers who are responsible to having committed the genocide against the Tutsi in different ways will be tried soon or later because Rwanda has laws that condemn these crimes committed in Rwanda.

Even if the accused will not appear in the Rwandan courts, Rwanda will try them.
