Dr Alivera Mukabaramba, the Minister  of state in the MINALOC told journalists during a show held in the studios of the Isango star that process of solving all cases relating to properties compensations  involving the Genocide survivors  and all people concerned.

After the 1994 genocide against the Tutsi, some members of families took over the properties who belonged the deceased ones. The children of the deceased ones started to claim for these properties as their heirs. The invited guests in the show included journalist Sehene  Ruvugiro  and Dr Alivera Mukabaramba.

Dr Mukabaramba started by defining at which extent the cases regarding the compensations have been solved and the steps ahead.

In general 80 per cent of the cases we had before have been solved, she said.

We have set up two assessment teams (one composed of members from the Office of the Ombusman, FARG. IBUKA, and another one composed of members from the MINALOC) enabled to learn whether  all the listed  cases were solved and the ones which remained to be solved, Dr Mukabaramba revealed.

Dr Mukabaramba said that concerned people(the ones who withheld other people’s properties and the ones claiming to be the legal owners of the properties) have agreed to deal with the matter in a way that satisfies both sides.

She revealed that 130 cases were brought to justice but since then, only 27 cases remain to be handled.

Asked whether all the districts have already solved  all of these issues, Dr Mukabaramba responded that apart from the Gatsibo district and other few ones including Musanze, Ngoma, Gisagara, and Rwamagana, the remaining districts have closed the issues.

Sehene, the journalist, was concerned about the fact that local administration officials might have forged  reports that do not befit with the reality on ground.

He urged the Committees in charge of the situation to conduct on field visits as to witness at which extent land related cases are solved.

For him, the fact the committees only arrive at the sieges of the sectors and discuss with officials about the issues instead of arriving on the sites.

This hampers the effectiveness of the assessment of the situation, Sehene warned.

At the other side, Dr Mukabaramba refuted this, affirming that the committees reach the areas and provide  trustworthy reports. She added that  according to the current evolution, all of the remaining issues will be resolved before the end of this year.

Sehene brought in another issue according which some of the people whose properties have confiscated have got fearful about bringing these cases in justice as they fear that some of the officials in the local administration can hurt them.

The Minister of state  in MINALOC, Dr Mukabaramba responded those officials should be removed from their respective positions once found guilty.

Sehene urged the IBUKA( An umbrella for the advocacy of the genocide survivors) to provide lawyers and other willing people who can back the survivors in their search for the justice.

He criticized the weak role the media have played in reporting about these cases, adding  that it is sad to find out that media become  interested by these issues only during the Genocide commemoration period.

One of the listeners sent a message that he/she has brought the case to the district level,but the officials responded that they had a lot of cases to deal.

Dr Mukabaramba recommended all the concerned officials to close all the cases not later than  the end of this year, as planned earlier.
